Joel has a strong and compassionate commitment to improving health status and quality of life for high-need populations, to using taxpayer funds as efficiently as possible, and to replacing traditional fee-for-service coverage models (as well as ineffective coordinated care programs) with highly effective approaches. Joel has led hundreds of consulting engagements that involve the design, development, improvement or evaluation of coordinated care programs, including Medicaid initiatives in 40 states as well as the District of Columbia and Puerto Rico. Joel has worked extensively for Medicaid agencies and other state clients, for health plans, and for national and state trade associations. He has played a significant role in the design of many states’ coordinated care programs.

Ms. Mouna holds her Master’s Degree in Health Policy from the George Washington University. Amira Mouna served as a Public Health Fellow at the White House Office of National Drug Control Policy where she focused on research and policy development surrounding prescription drug abuse. Ms. Mouna has a strong background in policy analysis and developing policy recommendations. Throughout her undergraduate career at the Georgia Institute of Technology, her research focused on the analysis of international perspectives of potential bionanotechnology development in Iran and policy recommendations for the US and the international community.

Poornima Singh

Poornima Singh serves as the company’s Director of Government Contracting and Correctional Health Services. Since 2011, Poornima has worked with a team of consultants at Special Needs Consulting Services who then formed The Menges Group, where she is a founding partner. Poornima served on a contract with Maryland’s Medicaid agency, working with stakeholders and CMS to develop an integrated care solution for dual eligibles. Poornima also served as project manager on a Medicaid redesign engagement for Alaska’s State Legislature. She also worked with North Carolina’s Department of Health and Human Services in assessing options for transitioning the LTSS population into a coordinated care setting.

Richael joined The Menges Group’s procurement practice in 2017. Since joining, she has supported multiple Medicaid managed care organizations’ successful proposals as a writer and reviewer. She has also provided protest support, and often assists on the company’s non-procurement projects. Before joining The Menges Group, Richael held policy analysis and research positions in the federal government, non-profit organizations, and academic institutions. She also provided Medicaid-focused consulting work with Menges Group leaders prior to the company’s formation in 2013.

Veronica joined The Menges Group in 2019. She works primarily in the company’s Procurement Practice, where she supports competitive health plan bids for large state Medicaid contracts while also assisting in the company’s broader project work. Prior to joining The Menges Group, Veronica completed a Fulbright grant in Brazil where she taught English at a federal university. She has a background in researching and analyzing trends in PACE, managed long term care and Medicare Advantage as well as experience working as a paralegal.

Grace joined The Menges Group in 2019 after completing a Master of Science degree in Global Health with a concentration in Health Economics and Financing from Georgetown University. She received a dual B.A. from Duke University in 2018 in Global Health and Psychology. Grace is passionate about health reform on both a national and global scale as well as improving health equity within the United States. She has previous experience working with international and domestic non-profit organizations, including the World Health Organization Regional Office in Manila, Philippines and Share Our Strength in Washington, DC.

Austin brings his excitement for analyzing and interpreting complex and critical health policy issues, as well as his passion for writing and analyzing data, to work on large state health bids by providing strategic RFP support. Prior to joining The Menges Group, he served in various policy roles at both issue advocacy organizations and health care trade associations, including the Blue Cross Blue Shield Association, Alliance of Community Health Plans, and the Better Medicare Alliance.

Emalee joined The Menges Group as a Consultant in 2020, bringing a passion for health policy advocacy and exceptional communication skills. Emalee primarily supports our Medicaid procurement projects. She brings a Midwest angle to the team after securing both a Juris Doctorate and Master’s Degree in Government and Leadership from Creighton University School of Law. Emalee’s experience includes several years of volunteer support to Nebraska’s foster care system. In her spare time now, she takes an active role in supporting the mission of several cancer related non-profit organizations. Emalee has worked at the United States Committee on Health, Education, Labor, and Pensions, as well as the United States Department of Justice.

Kyra joined The Menges Group in January 2021 after completing a master's degree in Applied Economics from the George Washington University. Kyra works primarily in the company's Medicaid procurement practice. She brings her writing and analytical skillset and her passion for improving the U.S. healthcare delivery system to her work, providing strategic RFP support to health plan bids on large state Medicaid contracts. Prior to joining The Menges Group, Kyra conducted research on several health policy topics, including analyses of the various impacts of the ACA and the COVID-19 pandemic on access to healthcare in America. She has previous experience working with private, public, and non-profit organizations, including the completion of an internship with the U.S. Food and Drug Administration. Kyra received her B.A. in Economics from San Diego State University in 2018 with an Honors Minor in Interdisciplinary Studies. When she is not working, Kyra enjoys going to the gym, surfing, and cooking for her friends and family.

She has a varied background in grant writing, event planning, office administration, and gift management. Marie’s non-work joys include playing soccer and travelling, but primarily parenting her beautiful daughter who was born in early 2018.

Agne Menges

Research Analyst

Agne Menges is a Research Analyst, primarily working with health plan financial data. Agne’s work experience includes several years at the American Association of Pharmaceutical Scientists (AAPS). During her tenure at AAPS, Agne managed 40+ focus groups and played a key role in creating a non-profit organization to provide resources to support scientists to advance research, education, and training for the discovery, development, and manufacture of new drugs. Agne has also assisted The Menges Group in conducting site visits to physician offices.

Jennifer Leonard, JD MPH

Jennifer Leonard was formerly an Associate Professor in the Department of Health Policy, School of Public Health at the George Washington University, where she concentrated on Medicaid and other areas of publicly financed health care. While there, she provided technical assistance to the District of Columbia government on various health policy issues, including the Medicaid managed care program and did research regarding the Patient Protection and Affordable Care Act. Prior to that, Jennifer was an attorney in private practice specializing in health care law and Federal grant programs such as Head Start and the Federally Qualified Health Center (FQHC) program.

Nancy Beronja

Nancy has vast executive consulting experience in the care coordination arena, including more than a decade as a Vice President at Lewin. She is now an independent consultant working regularly with The Menges Group on our engagements. Nancy has worked on more than 20 Medicaid MCO procurement engagements, often as project director.


Bruce Carpenter

Bruce spent the early portion of his career directing financial and data analysis engagements at the HMO consulting firm Jurgovan and Blair. Bruce has served as CEO of multiple HMOs for the past two decades, at plans with commercial, Medicare and Medicaid enrollee populations. Bruce has a strong command of all health plan operational areas and has exceptional data analysis and financial acumen.


John Folkemer

John served as Maryland’s Medicaid Director for two different terms. Maryland operates one of the nation’s largest Medicaid managed care programs in terms of percentage of expenditures paid via capitation. John also served as a Vice President at The Lewin Group focusing on Medicaid managed care engagements. He has recently worked with Amira to support a health plan in its dual eligible readiness review activities, preparing and editing policies and procedures documents. He has extensive Medicaid MCO procurement experience both from the perspective of a State Medicaid Director and from the perspective of a consultant supporting MCOs.


Sherry Knowlton

Sherry has served as Pennsylvania’s Medicaid Director as well as CEO of an AmeriHealth Mercy Medicaid MCO in Pennsylvania. Sherry has worked as an independent consultant during the past few years, providing extensive support to Menges Group clients. Sherry also has extensive Medicaid MCO procurement experience both from the perspective of a State Medicaid Director and from the perspective of a consultant supporting MCOs


Eric Yoder, M.D.

Eric served as Chief Medical Officer at the corporate level for United Healthcare’s national Medicaid business before leaving the organization. Eric has decades of experience at a Medical Director level, primarily focused on Medicaid managed care medical management activities and their tailoring to different Medicaid subgroups.
